Beat oil and sugar in stand mixer until light and fluffy. Add eggs one at a time and vanilla extract and beat until incorporated.
Whisk together dry ingredients in medium bowl. Add to oil mixture and beat until combined. Place in fridge for 4 hours.
Roll dough into 1" balls and then dip in sugar.
Place 2 inches apart on parchment-lined baking sheet.
Bake at 350°F for 10-12 minutes or until tops begin to crack.
Let cookies cool for 3 minutes before pressing Hershey's kiss into each cookie.
1. Use dark cocoa powder to give a more intense chocolate flavor. 2. Use parchment paper so cookies don't stick. 3. Freeze the Hershey's kisses for an hour and then wait for 3 minutes after cookies are done before pressing kiss in so it doesn't melt.
